The Lisbon City Council opened public hearings and approved the first readings of ordinances to codify franchise fees for electric and natural gas utilities.
Staff said the electric ordinance is a standard 25-year, nonexclusive franchise with a 2% fee provision and that the gas ordinance will follow in the packet. During the public hearing phase, staff answered questions about the franchise fee provision and the mechanics of placing the fee into ordinance form. The council moved and approved the first reading of the electric franchise ordinance and then approved the first reading of the gas franchise ordinance.
Under the council’s procedure, the ordinances will return for additional readings before final adoption. No substantive changes were recorded during the public hearing excerpt; staff said the gas franchise item would be handled similarly.
The council also completed routine public hearing motions to close the hearings by voice vote.
