McAllister presented an estimated SRS distribution of about $287,000 for the county and said PILT receipts were still being calculated (he estimated roughly $28,000 but said that amount was not final).
Council members questioned whether the required allocations were binding or advisory and whether the allocation decision would stand from year to year. McAllister said the state contact (identified in the discussion as "Sheena") advised that the county must submit an election for the year and that the chosen allocation would stand for the current election cycle. Several members said they preferred moving the Title 2 share to Title 1 to ensure the money funds roads rather than being effectively unspent under Title 2.
A council member moved to transfer the 8% Title 2 allocation to Title 1 (roads) and to leave Title 3 at 7% for search and rescue. The motion was seconded and approved by voice vote.
The council's action determines the county's SRS election that will be reported to state authorities and affect the distribution used during the next disbursement period.
