The Geneseo City Council on July 14 directed staff to revise proposed language for section 26‑22 of the city code to allow a limited summer variance for permitted construction projects. City Administrator Brandon described draft language that would permit the building inspector to grant a variance allowing a 6 a.m. start time for certain permitted projects during summer months.
Councilmembers debated enforcement and fairness. Some members said the draft sounded subjective and urged more objective criteria; others suggested restricting audible heavy equipment until 7 a.m. and differentiating weekdays from weekends. Several councilmembers said the intent is to support large construction projects and worker safety on very hot days while minimizing nuisance to neighbors.
After discussion, the council voted to instruct staff to insert June through September into the draft and return the revised ordinance language at a special council meeting on July 28, 2026. Motion to recommend the amended language of section 26‑22 (to include June–September) and return it to the special meeting on 07/28/26 carried; the motion was made by Arnold and seconded (recorded as Barnhart second). A roll‑call vote was recorded in the minutes.
