Council allows Lisbon School District to park buses at city maintenance lot under agreement

The Lisbon City Council approved a temporary arrangement allowing the Lisbon Community School District to park buses at the south side of the city maintenance/shop area.
City staff said the district contacted the city about parking constraints at the school and proposed excavating and installing millings on the maintenance-lot surface to create bus stalls; the district would install additional electrical outlets for block heaters and cover trucking and excavation costs. Staff said the district has contacted its insurer about liability and that a formal agreement would be routed through the city attorney before taking effect.
Council members asked how many buses would be parked; staff said about eight. Members discussed whether the district could eventually buy city land or build a structure but treated the arrangement as a short-term, practical fix. Staff noted the shop building is near capacity and that the proposal is effectively a "band-aid" to address immediate parking issues.
A motion to proceed with allowing the school to park buses at the maintenance lot under a formal agreement was moved, seconded and approved by voice vote. Council directed staff to craft the agreement and coordinate with the school and the city attorney.
The decision does not include any sale or transfer of city property and requires attorney review and a signed agreement before implementation.
