The Lisbon City Council approved installing precast Musco concrete light bases and underground electrical conduit for two of the baseball fields at the new sports complex.
City staff described the bases as precast, roughly 11 feet tall, and designed so light poles can be mounted after installation. Staff recommended installing bases and conduit now—before grounds are seeded—to avoid tearing up fresh turf later and to save one mobilization by combining two years of work into a single contract. Staff said Prairie submitted the lower bid among two vendors contacted and that the project currently shows one credit change order of $4,000, putting the work slightly under the original contract amount.
The council discussed costs and options for lighting. Staff estimated the concrete bases and initial electrical work (excluding power service from the building) at about $80,000; the fixtures themselves could cost roughly $250,000 if purchased later. To cover shortfalls, staff proposed using local-option sales tax funds (about $431,000 in the account) for part of the work.
After discussion about doing the two diamonds now versus staging additional fields later, a motion to approve installing the concrete bases for the two fields and to proceed with electrical conduit and walkway wiring for those diamonds was moved, seconded and passed by voice vote. Council also approved a related contract to install conduit and wiring for dugouts, walkways and pole bases for the active diamonds.
The council directed staff to proceed with contracting and to coordinate timing so the bases and conduit are installed before seeding and final turf work. The motion passed without a recorded roll-call in the excerpt; the council announced approval by voice vote.
