Fremont school board approves handbook changes, early dismissals, tuition rates and $31,818 transfer to clear lunch debts

The Fremont Public Schools Board of Education on July 14 approved a package of routine but consequential items, including policy updates and multiple handbooks, approved early dismissal dates for several schools in the 2025–26 calendar, accepted a donation to Fremont High School, set tuition rates for 2025–26 and authorized a $31,818.18 transfer from the general fund to clear negative balances in the Nutrition Services Fund.
The board unanimously approved policy updates recommended by the Policy Committee and waived a second reading so updates can be included in student and staff handbooks. Revisions to the 2025–2026 student handbooks for Elementary, Johnson Crossing Academic Center, Middle School, High School, Pathfinder, Young Adult and Learning Center were approved in a single motion.
The board approved early dismissal dates requested by Fremont High School (March 25, 2026 at 1:15 p.m.), Johnson Crossing Academic Center (May 1, 2026 at noon) and Fremont Middle School (May 1, 2026 at 12:10 p.m.). It also accepted a donation of science lab equipment valued at $800 from Fremont Beef to Fremont High.
On business items the board approved proposed tuition rates for the 2025–26 school year (attachment in packet) and acted on nutrition services debt after auditors recommended clearing uncollectable negative lunch balances through July 10, 2025 totaling $31,818.18; the board authorized a transfer of that amount from the general fund to the Nutrition Services Fund.
During the reports section: Keith Cunnings, identified as FEA President, said there was a good showing at the FPS Foundation golf tournament; Myron Sikora presented Fremont High School senior survey results; and Dr. Chris Loofe presented a tentative district budget timeline. Under personnel items the board approved the 2025–26 Certified, Classified and Substitute teacher handbooks and, consistent with LB 1329 (2024) and Board Policy 4141, approved the administration’s proposed training/professional development plan for the 2025–26 school year.
