Fremont Public Schools Board opens LB243 property-tax hearing, approves consent agenda

Fremont Public Schools Board of Education members met Aug. 11, 2025, in the board room at 130 E. 9th St. and unanimously approved the meeting's consent section before opening — and shortly afterward closing — a public hearing on an LB243 property-tax request. The hearing concerns increasing the district's base growth percentage by up to an additional five percent as allowed by law.
A motion to approve the consent section "as presented" passed after a motion by board member Terry Sorensen and a second by board member Mike Petersen. The roll call vote was recorded as six yeas, zero nays (Todd Hansen, Jon Ludvigsen, Pam Murphy, Mike Petersen, Sandi Proskovec and Terry Sorensen).
The agenda listed Chris Loofe to present the LB243 additional property-tax request. The board then moved to open the LB243 hearing — a motion made by board member Pam Murphy and seconded by board member Terry Sorensen — and the motion passed on a 6-0 roll call vote. The hearing notice on the agenda said it was opened to receive "support, opposition, criticism, suggestions or observations of taxpayers" related to increasing the district's base growth percentage by up to five percent.
A subsequent motion to close the LB243 hearing was made by board member Mike Petersen, seconded by board member Jon Ludvigsen, and passed 6-0. The meeting record does not show any public comments entered into the record during the open hearing, nor does it record a formal vote or other final action on the LB243 request at this session.
The meeting concluded with a motion to adjourn by board member Todd Hansen, seconded by board member Terry Sorensen; the motion passed 6-0 and the Board Secretary recorded the time as 6:39 p.m.
Posted locations for meeting notice included the Fremont Tribune, the Dodge County Courthouse, the City of Fremont Municipal Building and the Main Street Education and Administration Center. The board noted that a copy of the Open Meetings Act is posted in the board room and summarized circumstances under which it may meet in closed session; the board did not enter closed session at this meeting.
