Supervisor opens Greenburgh hearing on Edgemont incorporation; resident objects over taxes and housing

Paul Feiner, supervisor of the Town of Greenburgh, opened a hearing under New York village law on a petition to incorporate the proposed village of Edgemont and noted an adjourned hearing date of Sept. 18 at 7:30 p.m.
Feiner said the proceeding’s narrow purpose was to hear objections to the legal sufficiency of the petition and that testimony in support of the petition’s sufficiency would not be permitted because "the petition speaks for itself." He reiterated that any objections must be in writing and signed by one or more residents qualified to vote in the affected town territory, but that a speaker may give verbal testimony at the hearing that will be reduced to writing and later attested as the official objection.
A member of the public, Lloyd Newland, approached the podium and provided a verbal objection that was recorded for the transcript. Newland identified himself as a Greenburgh resident and a member of the SAVE Greenberg Coalition and the Hillside Windover City Association. "I live in this town for over 50 years," he said, and said he opposes the incorporation petition. Newland said higher taxes in Greenburgh are already a problem, that "our younger generation can hardly afford a home," and that incorporation would be "devastating to our community," affecting schools and town services. He concluded by asking the town to vote against the proposition.
Town staff asked whether other attendees wished to approach the podium; none did. Feiner adjourned the hearing to the previously noticed date of Sept. 18 at 7:30 p.m. at Town Hall and said notices had been posted on digital boards; staff said they would continue outreach at upcoming work sessions and the next town board meeting.
The hearing record will be transcribed and any verbal objections offered at this session will need to be attested and filed with the clerk to satisfy the statutory written-signature requirement. No formal vote or decision on the petition was taken at this session.
