Union City council approves easements, subdivision, $500 property purchase, MMO and schedule change

According to the minutes, PennDOT will install a catch basin, the Borough will install an additional catch basin and about 60 feet of pipe between the two basins, and the property owner will dig and maintain a ditch and install the connecting pipe. The motion was made by Councilor Osborn and seconded by Councilor Kerns.
Minimum municipal obligation: Borough Manager Cindy Wells presented the 2025 Minimum Municipal Obligation figures. The required payment for non‑uniform pensions is $48,029 and $0 for the police pension. Council approved the MMO on motion by Councilor Joyce, seconded by Councilor Kerns.
Subdivision and property purchase for municipal lot/gazebo: Erie County Planning had approved survey maps for a subdivision that moves a portion of 92 West High Street into parcels at 88 and 90 West High Street; council approved and signed the subdivision on motion by Councilor Osborn, seconded by Councilor Kerns. Council also approved a retroactive purchase of a portion of property from 8 South Street for $500 to connect to Municipal Lot #3 for a gazebo project; the property will be surveyed and the solicitor will complete the paperwork. Motion by Councilor Joyce, seconded by Councilor Kerns.
American Legion kayak/canoe launch easement: Council authorized the solicitor to draft an easement with the American Legion to install and maintain a kayak/canoe launch at the ball field along French Creek. The minutes state the launch will be installed with funds from the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council. Motion by Councilor Osborn, seconded by Councilor Joyce.
Meeting schedule and public works assistance: Council agreed to change its meeting schedule to the first and third Monday of each month at 6:30 p.m. from September through April 2025; next meetings are Aug. 27, 2024 and Sept. 16, 2024 (moved for Labor Day). Council also agreed to have Public Works assist the Union City Volunteer Fire Department with demolition of a shed at 10 Market Street without supplying the requested backhoe.
Adjournment: The meeting adjourned at 7:06 p.m.; an executive session to discuss personnel and a contract followed with no action taken.
