Greenburgh board delays bond vote as engineering staff returns to full strength

Rich, who answered the supervisor’s questions about project timing, said the biggest hold-up was mapping and an engineering report for sewer improvements. “I’m happy to announce for the first time in almost four years, the town’s engineering department is fully staffed,” Rich said, adding that the department has grown from two engineers back to six in recent months.
Rich told the board that, with staffing restored, mapping work is moving forward and that the town’s controller is reviewing materials closely. He recommended delaying the formal borrowing until the Sept. 14 board meeting so bond counsel can finish necessary documents; Feiner agreed that borrowing in September would still allow a bidding process in October and a likely start of physical work next spring.
Town officials emphasized the role of bond counsel in preparing defensible documents. A board member noted that bond resolutions required information from bond counsel before an agenda could be published and said the counsel’s timeline—not the board—had driven prior delays.
The board left the capital budget timeline intact but deferred formal borrowing to the September meeting so outstanding legal and engineering steps can be completed.
