Planning Commission approves expanded 67,900-square-foot indoor music center with parking above zoning minimums

The Planning Commission approved a Detailed Development Plan for a 67,900-square-foot indoor music center at 7151 Executive Blvd that will seat about 1,866 fixed seats (approximately 4,000 patrons capacity) with 1,439 parking spaces; signage review will be deferred to a later meeting.
The Huber Heights Planning Commission on July 14 approved a Detailed Development Plan (DDP 26-17) for a 67,900-square-foot indoor music center proposed at 7151 Executive Boulevard.
Staff said the project, submitted by the City of Huber Heights, would accommodate approximately 4,000 patrons and includes conference and banquet uses when not hosting concerts. The Basic Development Plan for the site was approved by City Council on Nov. 10, 2025; the design has since been enlarged from 56,400 square feet to 67,900 square feet.
Changes from the Basic plan include reducing drainage swales within parking areas from 20 feet to 10 feet to add parking rows; adding additional parking on the north side of the building; and enlarging the building by 11,500 square feet while remaining within the approved building pad. The current plan shows 1,439 parking spaces and 1,866 fixed seats. The zoning code requires one parking space for every 2.5 fixed seats (about 746 spaces for 1,866 fixed seats); the proposed plan therefore exceeds the zoning requirement and provides roughly one space per 2.8 patrons.
Landscape and lighting plans (sheets L300–L302) call for heavy screening along the west property line, a mix of perennial and shrub plantings around the building perimeter, interior shade trees, and decorative hardscape in a plaza area. Parking lot lighting will use 25-foot poles, walkways will have 30- and 40-inch decorative bollards, and in-ground accent lighting is planned. Building materials are described as concrete panels, glass and metal accent panels; elevations are largely unchanged since earlier concepts.
Staff noted Fire Department and City Engineer comments were incorporated during planning. Ken Conaway was present and commented on maximizing the footprint, multi-level seating and VIP areas. Because the Entertainment District design concepts remain under development, the sign package was not finalized; staff recommended the Planning Commission review and approve the site signage at a later meeting.
Ms. Thomas moved to approve DDP 26-17 in accordance with the Planning staff memorandum dated July 10, 2026; Mr. Johnson seconded. Roll call showed YEAS from Ms. Vargo, Mr. Johnson, Ms. Thomas and Chair Terry Walton, with no nays. The motion carried 4–0.
Next steps include finalizing signage in a subsequent Planning Commission review and proceeding with building permit reviews that will address fire, engineering and construction details.
