Clifton Council approves three use permits, event banners and $5,000 in event funding

At its Aug. 1 meeting, the Clifton Town Council approved three Planning Commission-recommended use permits, authorized banners for two community events, and approved a $5,000 reimbursement for the Haunted Trail; several other routine items were also approved or tabled.
The Clifton Town Council on Aug. 1 approved multiple Planning Commission recommendations and authorized event support for fall and winter community activities.
Councilmember Darrell Poe moved (seconded by Councilmember Wayne Nickum) that the Council take the Planning Commission’s report out of order; that motion passed 6-0. The Council then voted to approve the Planning Commission’s recommendations to issue a Final Use Permit to the Speziales for a residential swimming pool, and to approve Use Permits for Wheelhouse and The Wine Attic. Each of those permit motions passed by poll vote, 6-0.
Councilmember Wayne Nickum moved to approve placement of a banner across Main Street to advertise the Christmas Homes Tour, scheduled for Dec. 2; the motion (seconded by Councilmember Darrell Poe) passed 6-0. Councilmember Regan McDonald moved to approve placement of a banner across Main Street to advertise the Haunted Trail (two weeks before and one week after the event); that motion passed 6-0.
Councilmember Darrell Poe moved to approve reimbursement of $5,000 to cover Haunted Trail expenses; Councilmember Wayne Nickum seconded. The motion was approved by roll-call with all six members recorded as voting Aye: Nickum, McDonald, Milne, Hollaway, Heilmann and Poe.
On financial business, the Council approved the Treasurer’s Report on condition that reported CD balances be double-checked and the report reissued. The Council also moved to table a separate request to resurface and stripe the town parking lot; that tabling motion passed 6-0.
Councilmember Wayne Nickum moved to request that the Town’s state Delegate Hugo and State Senator Barker introduce the Council’s proposed charter changes in the state assembly; the motion (seconded by Councilmember Darrell Poe) passed 6-0.
