Finance committee endorses hiring consultant for a citywide strategic plan

The Aurora Finance Committee on July 16 endorsed a contract to hire a strategic planning consultant to develop a 5–7 year strategic plan and stronger performance measures.
Bridal Caputo, the city’s chief operating officer, said staff issued a national request for proposals that drew 19 submissions, narrowed to five semifinalists and two finalists. She said Raftelus Financial Consultants emerged as the recommended vendor following remote interviews and positive references. "We selected 5 semifinalists from among the 19 ... and identified 2 finalists," Caputo said, noting the selected firm performed well across the selection group.
Caputo described the intended process: initial sessions with department heads and the mayor to crystallize strategic direction, followed by department-level goal-setting and development of measurable performance indicators. She said the project is budgeted in the transfer/transformation fund and staff expect the consultant to complete the work in three to four months.
Aldermen asked for additional details about the finalists and costs; Caputo agreed to add the list of finalists to the meeting materials and said the costs between the two finalists were comparable. Alderman Buggs moved approval and Alderman Larson seconded; the committee approved the resolution 3-0.
The committee asked that the upcoming Committee of the Whole presentation condense some of the procedural detail and leave room for questions. Staff said they will survey all 12 aldermen as part of the engagement process.
