Clifton council approves leases, repairs, permit conditions and directs compliance review

Clifton Town Council on Aug. 4, 2015 approved a series of routine municipal actions, including a retail lease for the Pink House, required repairs, permit conditions for a food business, local paving and a tree-trimming contract, and directed staff to perform a compliance review of existing use permits.
The council voted unanimously 4–0 to authorize a two‑year lease at $2,200 per month with La Belle Jar Design, LLC, to occupy the Pink House beginning Sept. 15, contingent on the applicant obtaining the required Use Permit. Bill Hollaway moved the lease approval and Eric Hencken seconded; Jeff Stein and Council member Jennifer Heilmann were assigned to review and finalize the lease document.
Council also authorized up to $2,600 for repairs to the Pink House by contractor Jose Rodrigguez (doing business as JR Services). Eric Hencken moved the repair authorization and Wayne Nickum seconded; the motion passed on a roll‑call vote with all four members present voting aye.
On land‑use matters, the council approved the Wheelhouse use permit for 12466 Chapel Road with conditions: installation of a dumpster screen (landlord has 45 days to seek ARB approval and 120 days to install), hours of operation capped at 6 a.m. to 9 p.m., a maximum of 20 patrons at any given time, two employees, and required submission of signage to the Architectural Review Board. Bill Hollaway moved the permit approval and Eric Hencken seconded; the motion passed unanimously.
The Planning Commission reported continued outstanding items for the Clifton Café use‑permit application, including potential setback encroachment on the submitted parking plat, questions about parking space dimensions, the number of employees, delivery/loading plan, and clarification of indoor versus outdoor seating and furniture dimensions. Council directed Town Manager Sandra Scales‑Siwek to ask the applicant for the missing materials at least one week before the Planning Commission’s August meeting.
Council members also directed the Town Manager to send a letter asking Peterson’s Ice Cream to bring any proposal for a new food truck or trailer to the Planning Commission and the ARB, and simultaneously voted to initiate a compliance review of existing Use Permits and Certificates of Appropriateness to ensure current operations meet permit conditions (Motion: Bill Hollaway; 2nd Eric Hencken; unanimous).
On public‑works and facilities items, the council authorized up to $2,000 to repair and pave the railroad‑siding parking area and discussed options to address stormwater run‑off along Chapel Street, directing the Town Manager to consult Fairfax County Storm Water Management for guidance. The council approved a $630 estimate for tree trimming in the Children’s Park and approved a letter recognizing the pastor of Second Baptist Church on the pastor’s fifth anniversary.
Procedural actions taken without debate included tabling a previous minutes review and rescinding an earlier investment decision to place discussion of Allied CDs on the September agenda.
The council’s next steps: staff will request outstanding materials for the Clifton Café application, the Town Manager will perform the compliance review and notify applicants and the Planning Commission, and the Pink House lease and repairs will proceed contingent on the Use Permit and lease review. The meeting adjourned following a unanimous vote.
