Separately, drainage near the entrance to Children’s Park (off Chapel Street) has created rapid surface flow during heavy rains; the access drive was filled with gravel to stabilize soil but now impedes flow. VDOT inspected the area and "indicated this is not a maintenance issue and likely requires construction," the minutes state, suggesting a culvert or related engineered solution rather than routine roadside maintenance.
Council did not vote to award design or construction contracts at the meeting but identified funding for feasibility and asked staff to solicit proposals to clarify scope, costs and required VDOT approvals. The next steps will include scoping the pipe/culvert work and determining easement impacts for a final design.
