Clifton council approves parking plans and conditions for Pink House and Clifton House projects

The Town of Clifton Council addressed multiple planning and parking items on Oct. 6, 2015, approving a set of measures to manage parking and property concerns in the town center.
Kathy Kalinowski of the Planning Commission introduced the Belle Jar Design/Pink House parking proposal and said planned stacked parking would not be approved because it does not exit to a public street; the applicant may pursue parallel parking on an easement if a town ordinance changes allow it. Council voted to submit the parking agreement for 13 spaces to the Zoning Commission for consideration (motion by Wayne Nickum, second Bill Hollaway; unanimous).
The Planning Commission also presented a parking scheme from NCH Partners for Clifton House that would provide free parking for tenants’ customers and paid parking for visitors. The council approved the paid-parking proposal contingent on seven conditions; Vice Mayor Dwayne Nitz and other members emphasized that existing violations—dumpster screening, signage and vinyl windows at a cleaners—must be corrected within the established timeframes and before a Use Permit is issued.
On property management, the council agreed to continue the current practice of having Wayne Nickum serve as the point person coordinating with the maintenance contractor for the Pink House. Council discussed a proposed paving or repair of the path from Clifton Elementary School to Main Street and determined that the path is county/School Board property; the council asked Eric Hencken to contact Elizabeth Schultz, the Springfield District School Board representative.
Votes on these items were unanimous. The council recorded that updated plats, signed documentation and any required ordinance changes will be pursued as next steps before final approvals or permit issuance.
