Town Council approves routine motions, $2750 paving, $250,000 CD investment and event permits

The Clifton Town Council on Sept. 1 approved a set of routine motions covering minutes, financial reports, small capital repairs and event permissions.
Council voted to table prior minutes and approved the Treasurer’s financial and statistical reports as presented. Treasurer Marilyn Barton told the council the financial packages covered the period through Aug. 30, 2015 and noted that interest income “averages about $1,000 monthly.”
The council unanimously authorized $2,750 to remove and repair pavement at the caboose parking lot. The roll call recorded ayes from Mayor Bill Hollaway, Deborah Dillard, Vice Mayor Dwayne Nitz, Jennifer Heilmann, Wayne Nickum and Eric Hencken.
On building maintenance, the council approved up to $1,500 for repair or replacement of the Pink House heat pump after staff said the unit (installed in 2012) has a short; parts are under warranty but labor is not. The town previously paid $5,450 for the original installation.
On municipal investments, the council approved placing $250,000 into one-year certificates of deposit at John Marshall Bank with one permitted early withdrawal; the circulated rate was 1.10%. The motion passed unanimously by roll call.
The council also approved event logistics for the Clifton Betterment Association’s 47th Clifton Day, authorizing use of town parks, street closures and placement/removal of a banner.
Procedural items resolved included requiring draft council minutes to be issued within 10 business days after meetings and appointing Michelle Stein to an unexpired Planning Commission term. The council entered and exited an executive session to discuss personnel matters and certified that only personnel matters were discussed.
The meeting adjourned by unanimous motion.
