Saltville council accepts $2,800 survey bid as part of Salt Trail grant requirements

The Saltville Town Council voted Sept. 23 to accept a $2,800 survey bid from Highlands Surveying for the Hartwood property, work that the council was told is required for a Virginia Outdoors Foundation (VOF) Salt Trail grant application and reimbursement process.
Mayor Cheri Fullen reviewed an email from Amanda Livingston of the Smyth County Tourism Association outlining documents VOF requires: title insurance naming VOF as a co-insured party, a filled Deed of Dedication to Open Space (a VOF template was attached), a separate invoice from the town attorney for any legal work so it may be reimbursed, and a new property survey. Livingston noted she had contacted Robbins Surveying and Highlands Surveying and had received a $2,800 quote from Highlands Surveying.
Council Member Cary Sauls moved to accept the Highlands Surveying quote and have the town pay $2,800 with reimbursement anticipated; Council Member David Buchanan seconded the motion. The council voted in favor. The motion also directed Town Manager Cecile Rosenbaum to confirm the property title and insurance details required by VOF and to ensure the attorney submits a separate invoice for work related to the property so it can be submitted for reimbursement.
The email Livingston provided clarified the documentation VOF requested and asked whether the town needed a record of attempts to get three survey bids; Livingston also noted a separate outreach effort to neighboring local governments to coordinate trail development support.
