Saltville council approves multiple administrative measures, accepts Washington County MOU and allows foundation to fund Wellness Center roof

At its Oct. 14 meeting, the Saltville Town Council approved a package of administrative motions and routine actions, including accepting a Washington County police memorandum of understanding, authorizing a new capital-improvement account, and accepting a philanthropic offer to repair the Wellness Center roof at no cost to the town.

Minutes and routine approvals: the council approved the Sept. 9 regular meeting minutes and the Sept. 23 work-session minutes on a motion by Councilman David Buchanan, seconded by Councilman Cary Sauls.

Police MOU: Police/Fire Chief Bryan Lynch explained that the Washington County MOU clarifies liability and coverage when county or town officers respond under mutual-aid arrangements. Councilman Ryan Comer moved to accept the Washington County MOU; the motion was seconded by Councilman Cary Sauls and passed by roll call.

Finance and procurement actions: Town Manager Cecile Rosenbaum requested authorization to open a Bank of Marion account to receive Capital Improvement monthly payments and to designate Rosenbaum and Deputy-Clerk Treasurer Tammy Woodward as account signatories; the council approved that authorization. Public Works Director Brandon Frye reported two fencing bids for station fencing, and the council voted to solicit a third bid for comparison on a motion by Councilman R.B. Henderson, seconded by Councilman Ryan Comer. Rosenbaum said Bank of Marion had quoted a $100,000 line of credit (5.75% as quoted) and noted the council can choose term length if borrowing is pursued.

Wellness Center roof: Rosenbaum reported a message from Lynda Helton of the Smyth County Foundation offering to pay to repair the Wellness Center roof. Baker Roofing quoted $9,995 to complete the repair. On motion by Councilman Buchanan and seconded by Councilman Sauls, the council voted to accept the Foundation's offer and allow the roof to be repaired at no cost to the town.

Other procedural actions: Council voted to move the Nov. 11 regular meeting (Veterans Day) to Nov. 12 at 7:00 p.m.; the council also voted to advertise the SIDA seat that is expiring at the end of October. Several motions passed by roll call at the Oct. 14 meeting; most votes ran unanimous among the council members present.

What happens next: staff will solicit a third fencing bid and bring comparative figures to the Oct. 28 work session; staff will set up the Bank of Marion capital-improvement account with the authorized signatories; and the foundation-funded roof repair will be scheduled with Baker Roofing.
