Caltrans encroachment coordination was required for the underpass segment.
Seven bids were received; the lowest was found nonresponsive. The lowest responsive, responsible bidder was All American Asphalt at $1,550,040. With a 10% construction contingency ($155,004), the not‑to‑exceed construction total is $1,705,044. The project is included in the approved fiscal‑year capital budget; staff identified funding from STPL (approx. $1.4M) and Prop C (approx. $470,000), leaving a small remaining balance.
Council asked about timing and traffic impacts; staff said construction would likely start later this year and that nighttime work and mitigation would be considered where appropriate for traffic flows.
Council approved the award and contingency by unanimous vote.
