Town secures Nowlan Road parcel after resident reports dumping; demolition completed at separate site

Resident Ed Hogg raised concerns about unknown vehicles dumping leaves and trees on Town-owned land at 153 Nowlan Road, a forested 24-acre parcel. The Board reviewed historical records and found the Town purchased the parcel in 1975 and commissioned a 1976 engineering study that proposed a recreational park with baseball fields, tennis courts, and other facilities; estimated costs in that study were $946,955.00. The Board found no record that the parcel was to remain “untouched or pristine” and no record that Mr. Hogg had been appointed a constable of the road to the parcel.
Following the investigation, the Highway Department installed concrete barriers, a chain and lock, and posted the property perimeter to prevent further unauthorized dumping.
Separately, Supervisor Gunster reported that the Town decided to demolish a garage at 63 Nowlan Road; LCP Group completed the demolition on Friday to improve safety and aesthetics.
What happens next: The Town secured the parcel to prevent further dumping; any future use (park development or other) would require formal Board action and additional funding.
