The council also approved Resolution 2646 to purchase 25 licenses from I3 Verticals LLC for police report-writing and GCIC search software. Powell said the one-time cost for the 25 licenses is $12,046 and that the total purchase price is just under $75,933 (budgeted). Council moved and approved the purchase.
Other routine actions included approval of minutes from the June 18 meeting, approval of bills and purchases over $15,000 (including a 2025 GMC Sierra 3500 HD truck for the gas department at $75,343), and declaration of several city items as surplus for sale on GovDeals. All routine motions reported passed by voice vote.
During citizen comments, residents raised substantive concerns. A resident identified as Reyes urged the council to review whether existing ordinances and zoning processes are adequate to handle a potential data center proposal, asking the council to consider impacts on water, electricity, traffic, noise and neighborhood quality of life and to ensure public input opportunities. Resident Mitch Griggs described failed stormwater drainage infrastructure affecting properties on Bellevue, Marion and Stonewall Streets and asked the council to resume discussion and pursue a solution. Janice Sands thanked staff and council for traffic calming speed bumps on Cascades Circle, noting the improvements in safety. Another resident asked whether the police purchase included body-worn cameras; staff said it did not.
What happens next: The rezoning item (Zoning Map Amendment 2605) was on the agenda for action but had been tabled at earlier steps; no motion was made on the parcel during the July 16 meeting. The council will consider second readings and public hearings for other items (for example Ordinance 2610 on Aug. 6). Staff noted follow-up tasks for mapping, project schedules and public notices.
