Facilities manager and staff described ongoing repairs at the Veterans Hall and said a fundraising push by nonprofit partners is underway. Staff summarized that $30,000 could support preliminary design and permitting for the community park, but full build-out (playgrounds, restroom infrastructure, parking and associated site work) would require substantially more funding; staff cautioned that adding ongoing maintenance obligations without a funding source would stretch the facilities crew and divert time from core services.
Public commenters urged the board to pursue private fundraising and nonprofit partnerships to cover capital and ongoing maintenance costs; staff suggested that the board adopt clear funding criteria before approving discretionary projects. "Without a dedicated funding mechanism, expanding discretionary services is a reallocation of limited public resources away from essential functions the district is legally obligated to provide," one commenter said.
Directives from the workshop: staff will refine cost estimates for the community-park plan, issue an RFP milestone for the skate-park engineering once engineering packages are complete, and the board asked staff to work with nonprofit partners and report back with a funding plan that addresses both capital and maintenance.
