Dublin council approves easements, PTSD coverage, drone purchase and several contracts

The Dublin City Council on June 18 approved a package of resolutions covering utilities, first-responder insurance, equipment purchases and facility-use contracts.
Among the items: the council accepted two 8-inch water and sewer mains installed at the MGVG Living Apartments so the city can maintain them; authorized renewal of state-mandated PTSD supplemental insurance for police and fire personnel under the Ashley Wilson Act with a semiannual premium of $7,770 (anticipated total $15,540 for the fiscal year) to be procured through GRMA/GMA; and approved a purchase from Paladin Drones for three drones, three docking stations and associated software and services to support police and fire operations.
Chief Moon described how the drone system will operate: docks can be placed where there is power and internet, the drones are limited by battery life ("about 8 miles"), and each of the three drones will have infrared capability so they can be used on both police and fire calls. Chief Moon told council that having three drones and docks allows near-continuous on-scene coverage because one drone can be flying while others charge.
Powell told council the drone equipment and service will be funded with a combination of the 2024 SPLOST and the city general fund; staff identified offsetting savings to allow the purchase now. On the PTSD coverage, Powell said the requirement comes from the Ashley Wilson Act (effective 2025) and asked council to authorize the city’s human-resources director to execute documents for the coverage.
Other items the council approved included awarding the Rice Avenue Sewer Replacement Project to L and L Utilities, and awarding water-treatment chemical supplies to Brintag Mid South LLC (chlorine), Univar Solutions USA LLC (hydrofluorosilicic acid) and Riverland Trading LLC (potassium permanganate) at the quoted rates. The council also approved three annual agreements allowing the Dublin Housing Authority, Southside Community Association and the Oconee High School National Alumni Association to use the Oconee Gym/Cultural Center and associated parks at no charge; Powell said he would sign those agreements immediately after the meeting.
Votes at a glance: the resolutions were carried by voice vote with no roll-call tallies recorded on the public transcript. Contracts and resolutions approved will proceed to execution by the mayor or designated city staff as provided in each resolution.
The council adjourned after brief citizen comments and staff and council remarks.
