Property owners Kirk and Kyle Blauberg described the proposal to split a 6.3‑acre parcel into three single‑family lots. The applicants told the commission they recently received a wetlands commission permit and, that evening, health department approval for septic designs.
Mary Kosakowski, director of land use, summarized outstanding documentation and conditions: staff received a Connecticut Department of Energy and Environmental Protection Natural Diversity Database (NDDB) report dated March 17, 2026, identifying species of concern in the area (including wood turtles, eastern box turtle and spotted turtles). Kosakowski said the DEEP report outlines measures the city will require — primarily erosion‑ and sediment‑control measures and construction timing restrictions — to protect those species.
Commissioners asked no substantive objections. A motion to approve the subdivision (applicant KWB LLC) passed by unanimous voice vote; staff indicated DEEP recommendations and health department approvals would be incorporated into permit conditions and compliance monitoring.
