The Windsor Board of Education Finance Committee met Feb. 4, 2026, to review Acting Superintendent Dr. Noha Abdel‑Hady’s proposed 2026–27 budget; the session’s public forum drew no speakers.
Committee chair Leonard Lockhart opened the Finance Committee meeting at 6:08 PM after the short public forum. The record shows the public forum portion opened at 6:06 PM and was adjourned at 6:07 PM by a motion from Board member Paul Panos, seconded by Leonard Lockhart; the motion passed, recorded Yes: 8, No: 0. The committee convened with Dr. Abdel‑Hady, Chief of Operations Danielle Batchelder and Director of Pupil and Special Education Services Mary Cristofaro in attendance.
Members reviewed the budget’s introductory pages and answered questions submitted in advance; Lockhart noted additional questions could be asked but that individual presentations would not be made. Committee members then reviewed site and program lines across the district. All school building sites were reviewed; board member Maxine Davis suggested a future revision to the budget format. Ms. Tracey Zotter welcomed Mr. Eskenazi to WHS administration during the review.
Specific program reviews included Career and Technical Education (Site 63), which drew no follow‑up questions, and the Athletic Department (Site 62), where Athletic Director Fulton answered committee questions. Continuing Education (Site 71) was represented by Adult Education Coordinator Mayela Aguirre, who the record says was acknowledged by the committee for her commitment to the department. District Policy and Planning (Site 40), Employee Personnel Services (Site 44), and Fiscal Management (Sites 77 and 79) were reviewed with additional questions addressed by Danielle Batchelder. Dr. Abdel‑Hady also responded to questions about Instructional Services and Technology. Pupil Personnel Services and Special Education Services were reviewed with no additional questions noted.
The committee determined an executive session will be held during the Special/Public Forum with Finance Committee meeting on Tuesday, Feb. 10, 2026, specifically to discuss district software contracts and the DATTCO contract; the meeting will be amended to reflect that change. The finance committee adjourned at 7:16 PM on a motion by Tracey Zotter, seconded by Paul Panos; the motion passed Yes: 9, No: 0.
The minutes of the Feb. 4 meeting were recorded as the approved minutes of the Special Meeting/Public Forum and Finance Committee meeting and later approved at the Board’s Feb. 18, 2026 regular meeting. The record notes that Mr. Jeremy Halek participated virtually for the public forum and then joined in person for the committee meeting; Mr. Nathan Wolliston was absent for the public forum and arrived at 6:14 PM for the committee meeting.
