Bend authorizes up to $8 million in GO bond funds for transit improvements; initial $1 million transfer approved

BEND — The Bend City Council on Monday authorized the city manager to enter an intergovernmental agreement (IGA) with the Central Oregon Intergovernmental Council (COIC) to allocate up to $8 million in 2020 general-obligation bond funds for transit-supportive and transit-enhancing capital projects.
City staff said the allocation is the first installment of an $8 million voter-approved bond set aside for transit; the council authorized an initial transfer of $1,000,000. Staff described eligible uses such as bus-stop upgrades, micro-mobility hubs and other capital improvements intended to expand mode choices and make transit more attractive to riders.
"This money that was dedicated in that geobond is to help facilitate that move to not just the centralized Hawthorne station model, but a decentralized hub-and-spoke model," staff said. The presentation noted a pilot for micro-mobility hubs and site planning for a north-end hub.
Council recognized Bob Townsend for his service as manager for the area's transit service. Councilor Norris moved to authorize the city manager to enter into the IGA and transfer funds; the motion passed unanimously.
What's next: Staff and COIC will proceed with planning of the funded projects and implement initial bus-stop and hub concepts, with design and administrative details to follow.
