Council advances CAVI master plan on first reading, accepts open-space findings

BEND — The Bend City Council gave first reading Monday to a quasi-judicial ordinance adopting the CAVI master plan (a major community master plan and open-space strategy) and asked staff and the applicant to insure final materials reflect the council’s conditions.
Nicholas Lenard, associate planner, told council that revised findings clarify support for a deviation of a large block perimeter and document that the master plan meets the 10% open-space requirement by providing 4.53 acres overall — 4.11 acres outside the canal easement and 0.42 acres within canal easement areas that will be improved.
"There’s no change to the proposal. No new evidence has been submitted to the record. This is the same exact proposal as was before, simply updated recommended findings to accompany the ordinance," Lenard said. The recommended motion included a requirement that the applicant submit a final master plan that incorporates all conditions of approval.
Council discussed trail alignment; councilors noted they could condition a specific multiuse path alignment if desired and that minor alignment adjustments could be handled during phase-level review. Council moved and approved the first reading with the condition that the final master plan depict the proposal as approved and incorporate conditions of approval.
What's next: The applicant will submit a final major community master plan incorporating council conditions; the item will return as required through final land-use proceedings.
