The Core Area Advisory Board on July 16 approved a $30,678.50 CORE matching grant to Salt Sisters LLC for exterior improvements at 604 NW Harriman Street, subject to a formal grant agreement and the conditions in staff's memorandum.
Alex Perrier, who applied on behalf of Salt Aesthetics, told the board the business has grown from a small room operation into a company investing in a downtown Bend storefront. "We take that very seriously," Perrier said of requesting public funds to support improvements and described a tenant-improvement contract with Bigfoot Construction worth about $350,000, roughly $300,000 for interior work and about $60,000 for exterior work.
Staff recommended approval. Jonathan Taylor, urban renewal project manager, told the board the total eligible exterior cost is $61,000 and that the applicant will proceed without the grant if necessary; staff estimated a return on investment from the planned interior work that would shorten the grant payback to about four years if the interior improvements raise assessed value as expected.
Board member John Covert moved to approve the grant "subject to grama agreement and the conditions in the staff memorandum," and Kathy Austin seconded. The board voted by voice and approved the motion.
The Perriers said permits had been submitted on June 24 and that they expect to proceed with construction once approvals are received. Alex Perrier said the project aims to refresh storefront landscaping, repainting and other exterior work to complement interior renovations and to help the business grow and bring staff to Bend.
The board's approval includes standard contractual safeguards described by city staff, such as a recorded grant agreement and conditions to ensure the funded improvements are completed; staff will finalize the grant agreement and manage execution.
The board invited the applicants to return to apply for other available programs, including a tenant-improvement grant, and asked staff to follow up on permitting and any off-site requirements raised during the discussion.
