Jason Anderson, City Engineer/Director of Public Works, explained the Powell Kieker replat would move a lot line so Lot 1 could encompass an outbuilding; the planning commission had reviewed and supported both plats and staff recommended approval. Council approved the preliminary plat and then approved the final plat in separate motions; both motions passed.
Anderson also presented an encroachment agreement for Block 7 Lot 2 in Commerce Industrial Park to allow MMU to store gravel and other materials, and to install concrete driveways in conformance with zoning (with required driveway permits). He said an option contract with MMU dates to 2017 and was amended in 2019 and that the city intends to transfer the parcel to MMU in the future; the projected transfer window was described as October 2027. A council member asked whether fencing would be installed; Anderson replied he did not expect fencing.
