Marlborough launches drinking-water asset-management plan with $20,000 state grant

Marlborough’s Board of Selectmen on April 22 convened a kickoff for a Drinking Water Asset Management Plan (AMP) funded by a New Hampshire Department of Environmental Services Water Sustainability Grant.
Representatives from Granite State Rural Water Association (GSRWA) and NHDES outlined the project scope, which includes updating vertical and horizontal asset inventories, holding a level-of-service workshop, training town staff, developing workflows for data entry and extraction, producing a final AMP, and conducting public outreach. The project is funded by a $20,000 NHDES grant with a $10,000 in‑kind match from town staff time. Board members were told the AMP scope does not allow equipment or software purchases and that the town intends to use existing systems.
GSRWA will work with town staff to collect remaining system data and establish a file‑sharing method. Chairman Paight was named the board’s authorized representative for the grant; Town Administrator Ellen Smith will administer the grant, and Town Operations Manager David Graham and Matt Patnode will provide infrastructure information. The board noted the project’s scheduled completion date is June 30, 2027.
The presenters and NHDES staff left the meeting after the kickoff. Marlborough officials said the next steps include collecting outstanding system data, scheduling staff training and public outreach, and confirming a workflow for ongoing asset management.
