Town Administrator Ellen Smith told the Marlborough Board of Selectmen on April 15 that Scope Modification #3 for the Downtown Stormwater Project (Upper Bypass) will carry the project through the remainder of the Clean Water State Revolving Fund (CWSRF) program. She said additional design services from consultant DuBois & King are needed for road, sidewalk and water design work not covered by the current CWSRF funding.
Smith said the total additional cost is $72,400. Funding will come from the town's Road Maintenance Capital Reserve Fund with a planned allocation of $55,342 from the General Fund, $14,629 from the Water Fund, and $2,069 from the Sewer Fund. The board reviewed the scope modification and the town-sourced funding plan during the meeting; the minutes record that the town has adequate funds in the Road Maintenance Capital Reserve Fund to cover these costs.
The work described is preparatory design and engineering for the downtown route; DuBois & King will also perform a route survey beginning April 20 and letters have been sent to property owners in the survey area. The board did not record a formal vote on adopting a change order in the minutes excerpted but reviewed and signed related permit and warrant documents during the meeting.
