Sugar Land staff outlined design and schedule details for a planned new animal shelter and the advisory board’s Legacy Foundation liaison described fundraising plans to cover part of the project’s costs.
Animal Services Administrator Melissa Hobson said the proposed Kerbo building would be about 18,589 square feet (roughly 17,400 square feet of conditioned space and a 1,100-square-foot unconditioned garage/sally port). The facility is designed for about 70 dogs and 63 cats in flexible housing that can adapt to litters and changing populations, Hobson said, though she cautioned that capacity numbers are operational estimates rather than fixed occupancy limits.
On the project schedule Hobson said permitting is expected to run through August, bidding would follow from August into September, and the department expects to bring a construction contract to city council in November with a notice-to-proceed anticipated in January.
Kimberly Terrell, director of Parks and Recreation and liaison with the Legacy Foundation, said the fundraising goal is $2,400,000. She reported a recent $100,000 donation from a volunteer and total funds raised to date of about $130,000; the Legacy Foundation is preparing campaign materials, giving levels and an RFP for a storytelling video to support outreach.
The board also discussed a 2027 fundraising gala to help reach the goal. The subcommittee secured the Houston Museum of Natural Science’s Sugar Land venue and favored an April 3, 2027 date to avoid conflicts with the Houston Livestock Show and Rodeo and spring breaks. Organizers said the gala will include auctions, a vehicle raffle and corporate-sponsorship outreach.
Why it matters: a modern shelter with on-site medical and behavioral capacity could change day-to-day operations, improve disease control and reduce long-term housing pressure; fundraising and public engagement are essential parts of financing and community buy-in.
Next steps: staff will finish permitting work and prepare bid packages; Legacy Foundation leaders will continue fundraising and present the large volunteer donation to council next week.
