During its July 15 meeting, the St. Helens City Council postponed final action on several finance items after a councilor said they could not reconcile numbers from the work session and preferred to have staff verify the calculations.
Council reviewed Resolution 2086, authorizing refunding with the Oregon Infrastructure Finance Authority (OIFA); one councilor said their own calculation showed “300 and some thousand dollars” of discrepancy and that they were not comfortable voting without clarification. Staff said the item could be returned for review at a special session on July 21 and offered to verify the numbers. The council voted to move the related loan agreement and promissory-note items (agenda items 5 and 6) to that July 21 special session.
The council also read Resolution 2082 (amending system development charges for water, wastewater and stormwater) and discussed tiered language to be included. Additionally, the council approved an amendment with Columbia County (item 7) and recorded votes to authorize signatures for that amendment.
Routine business advanced: council appointed members to the Transportation System Plan project advisory committee, accepted the consent agenda (which included election abstracts and accounts-payable bill lists), and established recurring meeting intervals for several boards and commissions.
