South Windsor panel approves 1st Student bus depot and fueling station with safety, environmental conditions

The South Windsor Planning and Zoning Commission on July 14 approved Application 26‑17P, allowing 1st Student to operate a school-bus facility and fueling station at 405 Sullivan Ave and Schwer Road, subject to conditions intended to limit environmental and traffic impacts.
Michael Klein, senior property projects manager for 1st Student, told the commission the company was awarded a five‑year contract to provide home‑to‑school transportation for South Windsor and intends to operate dispatching offices, employee parking and a fleet stored at the site. "We are coming again before the board here in regards to a final, special use exemption for a school bus facility for the 405 Sullivan Ave location that's existing," Klein said.
Staff reported the three parcels total about 4.62 acres in the industrial zone and that the applicant provided a site plan, traffic study and narrative. The application lists a fleet of 47 buses (16 gasoline, 31 diesel) and business hours Monday–Friday, 6 a.m.–5:30 p.m., with dispatching concentrated between about 6–8 a.m. and 2–4:30 p.m.
Commissioners pressed the applicant on routing and traffic. The applicant said most buses will exit via Schwer Road and that the traffic consultant found "no significant impact" from the plan; the commission asked for route maps and operational controls to reduce queuing on Sullivan Avenue during peak periods.
Engineering testimony focused on stormwater. The project includes a recharge (infiltration) basin; the applicant’s engineer said geotechnical work by Welty Associates showed high infiltration rates and that the basin design provides about a foot of freeboard for a 100‑year storm. The engineer agreed to add overflow measures if requested and described a sodded overflow pass as the likely emergency spillway.
Approval was conditional and included the following measures the commission read into the motion: incorporation of engineering comments dated July 14, 2026; bonds required by the Inland Wetlands Agency/Conservation Commission ($5,000 for erosion and sediment controls and $20,000 for stormwater structures); a parking modification granting a reduction of nine spaces; posting of no‑idling signs using the Connecticut DEEP model; a prohibition on on‑site repair or maintenance of vehicles; updated layout plans with light‑pole locations; installation of a physical barrier (wheel stop or wooden guide rail) at the edge of the gravel bus parking adjacent to the infiltration basin; provision of a four‑foot‑wide lawn strip between the parking and the basin; adjustment of the basin location as noted on final plans; and emergency spillway measures.
The motion passed on a roll call reported by staff as 4–3. The commission noted it would treat the three parcels collectively as a leased area for zoning while the lease remains in effect; if the lots are later used or sold separately they must comply with coverage rules on their own.
The approval allows 1st Student to proceed with final plan revisions required by staff and permits the town to require deed revisions and other ministerial filings on recordation. The commission’s conditions require applicant coordination with the fire marshal and building official for assembly and fueling‑station safety measures.
