Board reviews policy cycle, insurance projections and staffing; Rule 10 checklist updated

The Nebraska City Public Schools Board of Education spent part of its Nov. 10 meeting receiving reports from committees and district administration on curriculum, facilities and finance and reviewing a set of policies slated for committee tracking.
Stacie Higgins, speaking for the Education, Americanism and Civics Committee, said 13 staff members will receive Science of Reading training through the ESU and the committee is arranging staff presentations to show how new instructional resources are affecting classrooms. John Hodges reported building-and-grounds items under consideration, including lunch tables, door access at buildings and a new community food pantry project.
Finance committee chair Kent Blum said the district met with Frankel Accounting about audit services and noted a projected 7% increase in BCBS insurance rates for next year. Superintendent Mark Fritch summarized administrative items: the December regular meeting will move to Dec. 15, the district’s Activity Leave and Trips Report for 2024–25 is in progress, two-factor authentication will be required, and staffing advertising for 2026–27 is underway.
On the policy front, trustees reviewed policies scheduled for the routine cycle (3047 Data Breach Response; 3048 Communicable Diseases; 3049 Drones and Unmanned Aircraft; 3050 Technology in the Classroom; 3053 Nondiscrimination) and discussed Policy 4070 (Early Voluntary Separation Agreement) with direction to continue review and notify staff ahead of the December meeting.
Kate Sherwin updated the board on the Rule 10 checklist and emphasized the need for continual evaluation and documentation. Administrative and procurement items included snow removal and sanding pricing from Mr. L'Heureux and a Request for Proposals for the Northside roof posted on the district website and in local notices; a mandatory pre-bid conference is scheduled for Nov. 18 at 10:00 a.m.
No final board action was taken on the policy-review items at this meeting; they remain on the committee's cycle for further deliberation.
