River Ridge CDD approves $105,000 for speed signs, $15,000 irrigation change order and switches landscape contractor

The River Ridge Community Development District on Nov. 19 approved multiple operations and maintenance items, including digital speed signs, an irrigation change order and a new landscape contractor.
For traffic calming, Operations Manager Shane Willis presented AV‑Tech estimates. The proposals included $74,000 to install three 15‑inch solar‑powered digital speed radar signs, $1,500 per cloud traffic device per year, and a separate $25,000 proposal for a mobile unit. The board approved My AV‑Tech LLC Estimates 24150 and 24151 to wire and install three permanent and one mobile 15‑inch solar‑powered digital speed signs with cameras and messaging, plus cloud service at $1,500 per device per year, for a combined total of $105,000. Mr. Long said an existing unit recorded about 800 varied speeding violations over a three‑week period; staff noted poles will be purchased from Paramount Asphalt for about $1,200 each.
District Engineer Charlie Krebs presented a revised scope for the Seaside & Master Drainage Project and additional irrigation repairs from Irrigation Concepts: $4,002.50 to repair damaged wiring and roughly $1,300 each to raise seven to eight irrigation heads. The board approved the Irrigation Concepts change order in a not‑to‑exceed amount of $15,000 on a motion by Mr. Blumenthal, seconded by Mr. Schultz.
On landscaping, staff recommended terminating Laz's Lawn Service, Inc. for poor performance and engaging GulfScapes Landscape Maintenance Services. GulfScapes’ proposal was $58,500—$13,000 above the $45,000 budgeted amount. The board approved terminating Laz's and engaging GulfScapes immediately, authorizing management to use unassigned funds and payments withheld from Laz's to offset the higher cost.
The board also approved the Oct. 22, 2024 meeting minutes (as amended) and reviewed the unaudited financial statements as of Oct. 31, 2024; staff noted the Series 2022A note will be closed and funds applied to prepay bond debt.
