River Ridge CDD adopts FY2024/25 budget and approves special assessments

The River Ridge Community Development District Board of Supervisors on Aug. 27 adopted its fiscal year 2024/25 budget and a companion resolution imposing special assessments for the year.

Chuck Adams, District Manager, told the board the budget posted with the meeting agenda contained errors and staff corrected scrivener items, including a street-sweeping description. The board opened a public hearing; no property owners spoke. On a motion by Kurt Blumenthal, seconded by Robert Twombly, the board adopted Resolution 2024-07 "Relating to the Annual Appropriations and Adopting the Budget(s) for the Fiscal Year Beginning October 1, 2024, and Ending September 30, 2025," as amended.

Tony Pires, District Counsel, then recommended opening the public hearing on Resolution 2024-08, which imposes special assessments and certifies an assessment roll. No affected property owners spoke. The board directed one change to delete references to "Exhibit B" in the resolution and, on a motion by Blumenthal with a second from Twombly, adopted Resolution 2024-08 as amended.

Both actions were taken by unanimous vote of the supervisors present. Chair Bob Schultz participated by telephone; Supervisors Terry Mountford, Kurt Blumenthal and Robert Twombly voted in person. Supervisor James Gilman was absent.

Why it matters: adoption of the budget sets the district’s annual appropriations and establishes the assessment roll used to collect district charges from property owners. The board recorded ministerial corrections during the hearing and approved staff’s amended documents.

The board did not include a dollar total in the meeting discussion for publication; the resolutions and assessment roll are part of the district’s record and were adopted as presented and amended. The district’s next regular meeting is scheduled for Sept. 4, 2024.
