Council advances several zoning and governance items to first reading, flags wildlife and quorum concerns

The council reviewed multiple ordinances at first reading and flagged items for further revision. Ordinance 2026-06 would set fence-height, setback, easement, and material rules for properties along the golf course after a request from the Star Valley Ranch Homeowners Association; Councilman Ellis said a proposed five-foot fence height conflicts with wildlife guidance recommending a top wire or rail no higher than 38 to 40 inches.

Mayor Rok acknowledged she had not yet reviewed the most recent staff revisions but noted staff had circulated imagery intended to comply with wildlife-agency recommendations. The ordinance includes prohibitions on front-yard fencing and restrictions on materials such as barbed wire and chain-link.

Ordinance 2026-07 would add an alternate member to the Water Utility Board. Councilman Ellis said the quorum language in Section 33.071 is unclear about whether an alternate counts toward the three-member quorum or only participates when a regular member is absent; the council agreed the language should be tightened.

Ordinance 2026-08 would update sign regulations and places political signs in a dedicated section so candidates would not have to remove and repost signs between primary and general elections. Council discussion revealed uncertainty about the ordinance's practical scope for signs on private residential property and the council agreed to hold the sign ordinance pending additional revisions.

No final votes were taken; the ordinances will return for further review.
