Star Valley Ranch council codifies holidays, tables STR ordinance and advances zoning changes

The Star Valley Ranch Town Council on March 10 approved Ordinance 2026-01 (Title III Administration Chapter 32), moving the town's designated holidays into municipal code and formalizing recognition of Veterans Day. Councilman Wade Bitter moved to approve the ordinance on third reading; Councilman Toolson seconded. Councilmen Taylor Ellis, Wade Bitter, Toolson and Mayor Rok voted aye; Councilman Kirsten Merrill voted no.
Councilman Kirsten Merrill said she had proposed a resolution previously to preserve the meaning of Veterans Day and expressed concern that an ordinance could turn a day of remembrance into "simply another scheduled closure," urging that the town preserve the day's commemorative intent. The mayor and other council members said codifying recognition in code would maintain the observance rather than leaving it to a temporary resolution.
Separately, the council unanimously moved to table Ordinance 2025-09 (Title XI Business Regulations Chapter 113, short-term rentals) until the April 14 meeting to allow time to resolve clarification concerns. Councilman Toolson made the motion and Councilman Merrill seconded; the motion carried unanimously.
The council also advanced Ordinance 2026-03 (Title XV Land Usage Chapter 154), a zoning code update that sets maximum and minimum roof overhang allowances for new buildings. Councilman Taylor Ellis moved to adopt the ordinance on second reading and Councilman Wade Bitter seconded; the motion carried unanimously.
