Concerns included the inability to adjudicate nonpayment of fines locally (the town lacks a court MOU), nighttime equipment standards (headlights/brake lights), insurance requirements and reciprocity with Franklin and New Whiteland. Several council members proposed a small working group to refine the draft with staff and the police chief, and the presenter agreed to circulate an editable draft to all council members for comment ahead of a formal first reading next month.
No vote was taken; staff will send the ordinance in an editable document and convene a subcommittee to prepare a cleaned proposal for first reading.
