Kettering approves $184,098 playground contract, secures $84,342 in grants and donations for Indian Riffle Park

Kettering City Council on July 14 authorized a $184,098.48 contract with DWA Recreation to purchase and install replacement playground equipment at Indian Riffle Park and approved outside funding that will cover $84,342.50 of the project cost.
Vice Mayor Duvall moved the contract resolution and the council approved it after staff presented the project financing. City staff said $100,000 was already budgeted and the council voted to approve supplemental appropriations to cover the remaining $84,342.50.
City parks staff told council the work replaces the last original section of playground equipment, which was installed in the early 1990s and has reached the end of its useful life. "The original playground equipment that was installed in the early 1990s has reached the end of its useful life," Brookshire said, explaining the project includes ADA and compliance upgrades.
The council approved three separate outside-funding measures for the project: a $54,342.50 GameTime grant awarded through the Ohio Parks and Recreation statewide program; a $15,000 donation from the Dayton Foundation (accessibility program funds); and a $15,000 donation from the Kettering Parks Foundation. Together, those three sums equal $84,342.50, the supplemental amount staff requested to fully fund the $184,098.48 contract.
Mayor Suddath praised staff for piecing together multiple grant sources to finish the project. "Kudos for your determination to find the grant funding from multiple sources on this project," the mayor said.
All resolutions related to the Indian Riffle Park playground replacement — the contract authorization, the GameTime grant acceptance, and the two donation acceptances — were approved by roll call. Council members voted in the affirmative and the measures carried.
Councilmembers and staff said the parks division will perform demolition and disposal of the old structures, and the certified contractor will install the new components. Staff also said that future legislation will accept any additional grants and finalize appropriation language as needed.
The project funding and approvals came amid broader discussion of capital projects, grants and community events during the July 14 meeting. The council is scheduled to revisit related appropriation language as part of subsequent legislation and grant-acceptance ordinances.
