North Versailles commissioners approve three ordinances, ratify grants and budget items

The board adopted Ordinance 1143, which enacts timber-harvesting regulations and repeals Ordinance 980. It also adopted Ordinance 1144, which establishes rules for short-term rentals, and Ordinance 1145, which amends the townships requirements for occupancy permits, including a requirement for a permit on the sale or transfer of land containing a structure. (The meeting record includes a typographical error that refers to "1045" in the motion text; the ordinance list and agenda identify the item as 1145.)
The board ratified Resolution 2024-5, a request to the Allegheny County Redevelopment Authority for a $389,125 grant to improve the community center, and Resolution 2024-6, an Act 152 request to Allegheny County Economic Development for $113,000 for demolitions, designating Township Manager Joe Varhola as the authorized official.
On financial matters the board approved paying bills from the General Fund ($183,881.76) and Liquid Fuels ($15,595.53), authorized a $51,158.57 transfer of Volunteer Fire Relief funds to the Volunteer Fire Relief Association and a monthly payment of $2,521.40 from the Fire Tax to Crestas Volunteer Fire Company. Commissioners also approved an annual donation of $52,000 to the North Versailles Public Library and accepted the resignation of Officer Travis Pomaibo effective Sept. 18, 2024.
Two items were tabled: authorization for Naser Road Phase 2 intersection improvements with HRG Engineering for $47,600, and a motion to approve a set of tax refunds requested by the tax collector (the transcript contains the detailed refund list but records the motion as tabled).
The board ratified hiring Heather Bittner as Finance Administrator, retroactive to Aug. 5, at an annual salary of $50,000, and approved Resolution 2024-7 to acquire and later dispose of parcel 376-M-124 (Porter St.) through the Allegheny County Vacant Property Recovery Program.
