The Planning Commission deemed the Norborn Glebe Phase 16 sketch-plan submittal complete and ready for the next review stage. Staff said the applicant provided required materials for the sketch-plan completeness review for development of roughly 19.5 acres for 56 single-family lots. Consultant Michael Hummel (Arcadia Land Inc) said the team had met with adjacent neighbors, surveyed trees along the neighborhood border, shifted lots 50 feet away from neighboring properties and added buffer trees and screening; the applicant also committed to presenting storm-runoff and final engineering details to the adjacent community before final engineering submittal.
Commissioners asked about utility easements (concern about larger new poles encroaching on existing backyards), trail commitments tied to earlier phases, and the interface between city lots and surrounding Jefferson County neighborhoods. Staff and the applicant confirmed the trail referenced in the original agreement is in sections 10–13 and is on the committed plan; they also confirmed FirstEnergy had reviewed certain road crossings for the sketch plan. After discussion the commission voted to deem the application complete so the project may proceed to a public hearing and more detailed engineering review.
The applicant said the team remains engaged with neighbors and that the design reduced impacts on adjacent properties by shifting lots and adding planting buffers. The commission noted outstanding engineering details (utility/easement footprints, storm-runoff routing) will be addressed in subsequent review stages.
