Council reviewed a draft plan for distributing opioid settlement funds. Staff said the city does not strictly need a council resolution to spend the funds but recommended adopting one to ensure clean audit trails and clear eligibility rules.
Staff outlined a two‑track approach: (1) make grants available to nonprofit organizations through a future application process and (2) set aside some funds for internal support for law enforcement program needs. Council members expressed the need to review Attachment A (guidelines) and to ensure the application process and grant administration language were ready for public release.
After discussion, Council member 2 moved to table the opioid distribution plan to allow time for council members and staff to review the draft resolution and attachments; the motion to table was seconded and carried by voice vote. The item remains tabled and staff will bring refined application materials and a final draft resolution back to the council.
