The council continued deliberation on the Skyway Estates preliminary plat and voted to continue the item to Aug. 19 to allow staff and the applicant to address engineering and safety concerns.
Associate Planner Eric Brubaker described the proposal as a 4.5‑acre preliminary plat that would create 26 lots with dedicated right‑of‑way stubs for future connectivity. Brubaker said zoning, lot sizes and the noticing process met code requirements but highlighted outstanding technical issues—stormwater design, curb and sidewalk standards, and the western portion of the site lying in a federal airport lateral safety zone.
Council discussion focused on a narrow (50‑foot) right‑of‑way at North Boyer Avenue and the location of pavement relative to an adjacent occupied residence. Councilor Kyle Schreiber and others voiced safety concerns about pavement adjacent to a house on a 35 mph road and requested either improved sidewalk connectivity or adjustments to the roadway alignment. Legal staff reminded the council that its decision must rely on the public hearing record and that any condition requiring a redesign would need to be technically justified.
The council voted on an amendment to continue the item to Aug. 19 (to allow more deliberation while keeping the record closed) and the amendment passed by roll call; the full hearing will reconvene on that date.
