Mayor Dave Treumer called a special meeting of the Hallock City Council Sept. 24, 2025, where residents Kevin and Jody Nordine asked the council to approve payment for repairs to a woodshed and the front of their garage allegedly damaged by a water and ice event following the winter of 2024–25. Councilors voted to authorize a payment of $5,482, contingent on review by the city’s legal counsel.
The Nordines told the council they discovered the problem late last year and provided an estimate for repairs. "Around the end of November," Jody Nordine said when asked when the leak was reported. She told the council their contractor will not be available to complete repairs until after the sugar-beet harvest.
Councilor Kevin Waller moved to pay $5,482 to repair the shed and front of the garage, with Councilor Naomi Larson seconding; the motion carried. City Administrator Kendra Kroening noted the city has filed a claim with its insurance related to the incident. The approved payment was explicitly contingent on agreement from the city’s legal counsel before disbursement.
After the meeting the council recorded that adding the Nordines to a special-meeting agenda, the discussion and vote were conducted in error under the state Open Meeting Law. The minutes state the proceedings on that item were re-done on Sept. 30, 2025. The council did not record a roll-call vote tally in the minutes for the Sept. 24 action beyond the notation that the motion "carried."
