Council adopts GMP amendment No. 3 for Doraville City Center, cites contractor contingency and grant reimbursements

Doraville officials voted July 15 to adopt amendment No. 3 to the guaranteed maximum price (GMP) for the City Center redevelopment project.
City Manager Chuck Atkinson (speaker 16) presented amendment No. 3 and said the amendment is set at just over $22.5 million; with prior amendments the project's total is roughly $32.7 million. Atkinson said the city expects change orders as construction proceeds but that the city negotiated pricing down from earlier estimates.
A construction representative (speaker 17) said the approved pricing includes an $840,000 contingency carried by the contractor and that the $1 million savings the city identified improved the overall budget position. "The pricing that's been approved does include a over $840,000 contingency that Choate is carrying," the representative said.
Council members asked how grant funding and contingency interact. Staff said the city received grant reimbursement of up to 70% for certain public-right-of-way work (cited as roughly $781,000 in the presentation) and that the city will submit costs to the grantor for reimbursement after spending. The presentation also noted public-right-of-way work on Park Avenue and an allowance for work extending to Buford Highway as part of the contract.
Council member Simmons (speaker 15) and other members asked whether the contingency is contractor-held and whether the city keeps a separate buffer; staff confirmed the contractor carries the stated contingency and that the project retained a city buffer through prior adjustments.
Council member Simmons moved to approve consideration of GMP amendment No. 3; the council then voted to adopt the amendment by roll call. The motion passed with the council recording affirmative votes from members present.
