Garrett Park council directs staff to draft driveway permit standards requiring 7‑inch concrete aprons

At the Feb. 9 meeting the Garrett Park Town Council provided staff direction to develop formal driveway permit standards for work in the Town right‑of‑way. Town Manager Barb Matthews summarized the item’s history and said the Town has long followed County standards (concrete aprons 7 inches deep). The council endorsed standards as follows:
• Where no sidewalk exists, the driveway apron must be concrete, 7 inches deep and at least 5 feet in depth from the street to the property line.
• Where a sidewalk exists, the driveway apron must be concrete at 7 inches depth up to the sidewalk.
• Pavers may be allowed as a non‑standard driveway installation only if they are ADA compliant and set in 7 inches of concrete and the property owner executes a recorded Public Right‑of‑Way Agreement that holds the Town harmless for any damage caused by snow removal; that agreement transfers with the property on sale.
• Outside those requirements, residents may use other materials on private property, and the Town should explore ways to encourage permeable surfaces.
Matthews said she will apprise Clark I Azar & Associates (the Town’s civil engineering firm) and work with Mr. Azar and Town Attorney Bolt to prepare a resolution formally adopting the standards. The council’s action at the meeting was direction to staff rather than adoption of an ordinance; staff will return a draft resolution for formal consideration.
