Staff presented three alternatives: remove all paving and replace with mulch (not recommended due to cost and stormwater triggers), seal-coat the existing court (estimated $3,000–$5,000), or remove the surface layer and leave the base layer in place then evaluate with a possible seal coat (estimated $6,000–$8,000). The council endorsed recruiting volunteers to remove the surface layer and asked staff to arrange a dumpster; Councilmember Chris Deutsch agreed to lead volunteer recruitment.
The decision avoids an immediate large expenditure and allows the town to assess underlying conditions before committing to a more expensive repair or full removal.
